"A replacement?" She whispered to Zuka' beside her. No one may stand up... It is taking the Arbiter's position, temporarily... Who could there be? Hmmm... Then she suddenly leapt up to her feet. "I nominate Zuka' Anthanee!" Yes, she didn't know him that well, but he was a High Councillor, besides... he did seem quite the type, he looked like the sort that would be a good leader. "Zuka Anthanee?" Anau whispered to Zarra. "I have not heard of him, have you?" he asked. "The new leader of Sanghelios needs to be a warrior, like that last Arbiter was," an elderly Elite suddenly yelled out. "I concur," replied another. "He needs to be known and well respected," "There are many possible candidates in the council who meet those requirements, Zuka is one of them," an Elite councilor yelled. "A Commander of fleets should be the new Arbiter, someone who who has experienced war first hand," the same elderly Elite continued. "Not some paper pushing politician," "You would rather an Elite who knows nothing but war to become the leader of an entire species than a highly decorated Councilor?" the councilor asked. "Thel' did!" the elderly Elite replied sharply. "That Sangheili did more for our species then any other leader has, and he knew nothing but war," "Did you have someone in mind?" Anau asked Razo, interrupting the two arguing.

"I have spoken to Zuka once or twice, I believe he would make a good Arbiter, but it's a dangerous job." Zarra whispered, "I think, (unless I have him confused with another, his first name is very common), I have heard that he has a family. Because of that, I wouldn't give him the position; he has too much to lose."

"I wholeheartedly agree, brother, this new Arbiter must be a warrior, one of the Sangheili's finest," Razo began, beginning his pacing once more, a whisper reaching his ears from nearby, "I agree, sister, the new Arbiter should have no personal ties, willing to die for his or her race's ultimate benefit."

Anau let out a quiet chuckled and looked at her. "I have no doubt you would be accepted, which is why I wouldn't dare nominate you, I would prefer you stay as you are, close to me," he said softly. "But please, you, an Arbiter?" he teased.

"Alright then," Anau whispered. He then stood from his seat and looked at Razo. "I have a possible candidate," he said aloud. "She is strong and brave, making her an excellent warrior; I know this because we have both served together many times. She is also very stubborn, making her an excellent politician," he said, looking down at her. "I have no doubt that Zarra Yairum would make an excellent Arbiter,"

"Nor I, brother, yet Zarra is one of the finest leaders among us in these times, her demise is something we cannot afford to endure," He began, "Should this new Arbiter fall in battle, the Sangheili will need leaders such as Zarra, and yourself, Anau, to bring them through the dark."
Razo thought for a moment, his ideas throwing themselves around inside his cranium... he was not sure he would be thought as worthy, but his heart told him otherwise.
Razo stood tall and turned around to face away from Anau.
"This burdened tradition should fall on that whom spoke of rejuvenating said tradition," He began, looking down at his hands which were now held steadily before him, "I should be the one to take this position, the burden should be mine and mine alone to carry, I am willing to accept death should it befall me."
Razo hadn't been in the grand rotation of things for quite some time, he doubted he would be missed on the Sangheilos Council, the rank of Shipmaster was not easy to come by, the Sangheili needed every last leader they had to pull them through the current situation, yet Razo had been absent through most of the recent events, his place would be filled immediately.

Surprised but somewhat glad Razo had nominated himself, Anau sat back down beside Zarra. "You do fit the criteria," an elderly Elite said. "I have no problem with this," "Nor do I," another Elite spoke. "If you think you are prepared, then I support this," a Zealot added.

Zarra smiled, "Well, being inspiring leaders isn't bad either." She laughed. "Had I been given this opportunity earlier," she said quietly, "I may have argued against losing it, but now..." she trailed off. "I think he is more prepared for the job than I am," she finally said, nodding.

Silence filled the room for a moment. Then Zuka spoke. "I doubt there would be an objection brother, you will be a great leader... We are with you." He said proudly.
