The phantom slowly moved through the still battered and beaten metropolis, homeworld to the glorious Sangheili race, a race bred for war, for victory. For thousands and thousands of years the Sangheili traditions had been this way, under the rule of the Covenant, but those times were no more. The history of the Sangheili was far from forgotten, the corruption of the Covenant standing as a turning point to which the Sangheili race was to learn from, a sign to why they fought the remains of the Covenant and why they must be victorious.
The lone phantom craft swooped between two tall buildings erupting from the city below before coming to a soft hover before the Council Chambers. A bright beam of blue light pushed its way from the Phantom and touched the ground gently,a single figure floating down the gravity lift gently and moving slowly forward toward the Chambers, watching as the Phantom shot off back through the sky, returning to the ship in orbit it had delivered from.
Razo 'Queldaree pushed open the large doors leading to the Council Chambers, he knew why he was here, why it was of importance he be here. At a steady pace, he made his way through the chamber and came to rest upon one of the many large, alloy seats that had been arranged to seat hundreds of Sangheili should the occasion arise. Today, however, only a select few would be needed. Slowly, the chair rose from the ground beneath, pushed upwards by a small gravity lift below. Razo sat, patiently awaiting the arrival of the others of high importance to the Sangheili race to discuss a most important matter, the reinstitution of the Arbiter, a signal of hope to the Elite forces, the leader in times of great peril. Razo 'Queldaree turned his gaze to the large doors that had slid shut behind his entrance, awaiting the appearance of the Shipmasters and mistresses of the Sangheili race.

Anau stood awkwardly in the lift as it ascended to the Counselor Chambers. Inside stood unfamiliar faces, Counselors, Ship-mistresses and Ship-masters. He wasn't to sure why he was invited, he also wasn't sure if he had dressed appropriately for such an occasion. He remained in his armour, polished though, of course.
The lift slowed to a stop and the doors opened revealing the massive room. Anau followed the small crowed of Elites inside. He didn't have much of a say in the matter, so he took a seat where he could listen but hopefully not be noticed.

"Politics," Zarra murmured, taking a seat beside Anau a few miniutes later. "I never would have thought I would get mixed up in this sort of thing; I'm not even an Ultra." She looked out across the room for a moment, thinking, then turned toward him again, "I suppose you got the same message?"

Anau looked away from an Elite whow as here when he arrived and turned to Zarra. "Apparently so," he said. "I for one only came to find out what happened to the previous Arbiter," he said, then looking back to the Elite.

"I hope he's alright," said Zarra, "I mean, it seems silly to assume anything but the worst, but perhaps he just went missing. Or he could have resigned; things have changed." She sighed, "He was a good leader."

Verllan'a sat among the midst of the large crowd. All the important Sangheili were here, that ever existed. Councilors, Shipmasters and Shipmistress's... Verllan'a smiled at her shiny gold armour. Proud to be a Shipmistress, yet she hated to be treated differently to the others, getting all the attention.
An old Sangheili with a large headpiece sat next to her. She stuck out her hand and greeted him. "Hello." "Oh, Hello There, have any idea why we have gathered here? No one knows..." He replied. "Hmph, I wouldn't have a clue... but it seems important? Oh, how silly of me, I'm Verllan'a, Zealot Shipmistress." "Thats okay, I'm Zuka, High Councilor." He smiled. At that moment, the atmosphere of the hall changed. Everyone started to speak and applaud. Soft music played. The lights brightened...
And then she saw him. She knew it was him, that familiar gleam in his eyes... His shining silver armour...
Razo?!
He walked into the Chambers, two guards beside him. She tried to wave, but he didn't notice. "No... why is he here? He couldn't of done anything wrong... he is so innocent, and kind." "Oh no, Verllan'a, I know him, he wouldn't of been punished, I have a good idea of why he's here. Its not what he's done, it's what he hasn't done." Zuka smiled.
Then it came to her. She knew why he was here. Now, she knows, this is a very important event.

As the seat rose, Razo took in the atmosphere of the room, the highest and most respected of the Sangheili military sat before him, murmoring their apparent thoughts on what this meeting had been formed for. Razo, however, knew the truth behind the meeting.
He remained seated silently and raised his hand in order to quiet the room, the soothing silence that followed almost instantly allowed his thoughts to gather quickly.
"Brothers and Sisters, we are seated in the chambers this day to discuess that of the utmost important of decisions," He began, lowering his hand and gripping the arms of his seat, "As many of you are aware, Thel 'Vadam, Arbiter to the former Covenant, left for the unknown regions of space in search of an alien species unknown to our kind with Gaius Hellenes of the humans," Razo continued, his eyes darting around the intrigued faces across the room, "After several years of a loss of contact--" Razo stopped for a moment, inhaling deeply and clasping his hands, "Thel 'Vadam is considered either deceased or Missing in Action," Razo finished, allowing the audience time to take in the information, silently awaiting the silence once more.

"Missing or dead, the Arbiter is missing or dead," he repeated silently, in disbelief. He then stood. "Then we must find him!" he yelled, his voice echoing in the room. "Send Carriers, Cruisers, everything we have," he demanded.

Razo turned to the Elite that had shouted out in and fixed his eyes upon him, the Special Operations Commander, was his rank... his name alluded Razo's mind, however.
"Sending ships into the unknown regions of space would be insanity, brother, necessary? Perhaps," Razo began, lowering the gravity lift propelling his seat into the air, "But the risk is too high, hundreds would be put at risk in the process and while the Covenant is nothing as it once was, they still pose a threat to the Sangheili as a whole."
Razo began pacing his way, slowly, down the small staircase ahead, observing the Sangheili around him silently for a moment.
"If Thel 'Vadam had made contact with this new race of beings, how are we to know whether or not said race is hostile or peaceful?"

Then it was not what Verllan'a had thought... The words repeated in Verllan'a's head - "Thel 'Vadam is considered either deceased or Missing in Action"...
He was her friend. They grew up together, they were like brother and sister. She had thought he would be alright...

"Thel led us to hell and back. He may be there now, as we speak," Anau continued. "If he has made contact, it is true that we do not know if they are peaceful or not. But I think you would agree considering we have lost contact, that's a good indication of what they are,"

Razo believed the actions purposed to be the right thing to do, but Thel would surely have perished.
"We cannot muster the forces to mount a rescue mission to an unknown region of space, brother, the Covenant Remnant would surely take advantage of the situation, Sangheilos would surely fall under the attack of the Remnant."

Anau stood silently in thought. "This is true," he said finally. He sighed and then sat back down. "Then Sanghelios lacks a leader," an Elite on the far side of the room said. "What do you suggest we do, find a replacement?" he asked.

"Precisely, brother," Razo began, pacing back from the position he had stopped to debate with the elite, "Sangheilos needs a leader, and a leader it shall have."
Razo stopped his pace and faced the audience once again, clasping his hands behind his back.
"Today the Sangheili will have a new leader, we as a race, will determine whom that shall be," He began once again, looking around the room again, "The position should not be taken lightly, considerable thought must be taken before nominating candidates, speak when ready."

Zarra was silent for a long time, then sighed, shaking her head. "I can't believe it," she murmured, "I just can't believe it. At least there's a chance he's still alive." She sighed again. "As for a replacement, I don't know."
