The US had discovered an island called Katorga-12, where, during the early days of the Cold War, a temporal accident happened which obliterated time. The US now has their hands on the Time Manipulation Device-which can revert, age, use time-freezing powers, and blast small waves of energy. Using this, (number here) US Army Rangers are dropped over Katorga-12, armed with TMDs and assault rifles-and going into total hell. Not to mention the fact the island warps them between 2010 and 1950 seemingly at will, and also into the Null Void, a place where you exist out of time, but your physical location has not changed. (Sounds like some people at Raven got stoned real hard while making this, eh?)
Complex Explanation
The Time Manipulation Device
Reversion-This rewinds something through time. When targeted on, say, an ammo box, it reforms it, so you can blast it apart to grab the ammo. When targeted on an enemy, it transforms them into a two-mouthed revert, a devolved human that will attack anything near it and die off soon afterwards. Combined with TMD nodes, these can resurrect whole buildings and ships, but they won't last as they are highly unstable and fall apart quickly.
Aging-This forwards something through time. When targeted on, say, a crate, it ages it into dust. The same effects are with humans-it turns them into skeletons, and eventually into a pile of ash. They can also age stairs into rubble, and shields into worthless pieces of plastic.
Stasis-This is a Gravity Gun-ish function that picks up objects and freezes them in time, instead of using antigravity to hold it in place. You can grab a rocket fired at you and turn it against the enemy. Another use is with the Chronolight, a device which reveals things in an area, but in another time period: this allows you to pull it into your time.
Impulse-What it is. It sends out blasts of energy, useful for clearing enemies. Upgraded, it can kill humans. It can also detect Element 99, explained below.
Element 99-A deadly material, which is destructive and can turn humans into zeks, which are explained below.

Zeks-A faster mutant, possessed by Soul Leeches or exposed to trace amounts of Element 99. They can also become intangible, which means they can't be physically hurt.
Phase Ticks-These carry E99 in sacs on their backs and can be reverted and used with Stasis as a living prox mine.
Soul Leeches-These flying parasites can possess humans, turning them into zeks.
Spetsnaz-These soldiers guard the island and fight in small groups.
Russian Army-These soldiers are from the 1950s, which are much more numerous and use squad tactics.
